Dog Masterbation???

We have a seven month old RR, Coleman.  Almost every evening as the family settles down on the couch before bed, Coleman does what we call 'masterbate'.  He starting licking and biting at his penis and starts humping himself, sometimes for 20-30 minutes.  Although this is quite comical, we wonder if it's normal?  He isn't nutered yet as it's been recommended to us to wait until he's about a year old.  Any insight into this is appreciated?

if its any help rogue used to do that, but now hes 10 months he has calmed down, but hasn't stopped completely.
it would be interesting to know when he will calm down, then we can stop explaining his behaviour to visitors

Indy does it... just hormones and something to do.  He started around 4mo and he just turned 6mo.  I usually just stop him verbally, he looks at me ashamed, then may go at it again 5 minutes later.  He seems to do it more when he's tired and ready for a nap.  Indy gets neutered Thursday, so hopefully over the next 2mo it will stop.  I don't mind him licking himself, but damn I thought he was gonna chomp off his weiner!
