The newest members must fullfill the basic forum requirements before they can give or take away BISCUITS.
Thereafter they have a limit as to how many they can give within a specific time period.

There have been periods when groups/cliques/buddies would heap good/bad on those they deemed deserving.
This is how certain members have acquired bins full of BISCUITS even tho' the quality of their posts may be lacking. As example:  simple one line statements, congrats only to their inner circle, secret jokes, etc.   

The real MEAT on the bone should be when a member contributes to most boards/topics in a very positive manner that is meaningful. 

Since our last Forum upgrade and format change, New members who fill out their Member Introduction receive one from the Admin/Moderators/Board Stewards, even if that is their only post.  We realize there are some members who are hesitant to post in the forum after seeing the snapping and growling that goes on sometimes. 
However, unless a member completes their forum requirements they do not see the entire forum.

There are members with strong and differing opinions who may put the hackles up on most of us in our Off-Leash Dog Park.  Those are the ones who end up with an empty bowl...or a sharp negative reprimand from others in the OLDP.  Sometimes the offending member gets a Private - Clicker.  Generally that is enough to keep them playing nicely with others.  Occasionally the action warrants a stronger correction. 
Some may experience one or ALL of the following:

Pop-Release:  Additional reminders
Pinch-Collar:  Post Removal and/or request to take it to a Private Pen, submit another post in a non-Aggressive, non-Posturing manner.
CRATED: Removal from the Dog Park plain and simple.   This can be as little as allowing member to sign in but not allowed to post.  Or has been corrected  as a Total Ban. 
There are of course, varying degrees; which encompass DEBATES, ReadOnly, TimeOuts, etc.  This forum recognizes the various temperaments in our 'Breed' (aka beliefs, ideals, personalites of it's members)  HOWEVER: Failure to follow the Rules of the Dog Park and/or Arguementative behavior toward an Instructor or Owner/Operator or Kennel Management will prompt immediate correction.

I hope this gives some insight into the BISCUIT bowl being overflowing, full, or empty. 
I, like our other Moderators, offer a 'treat' to those we feel are deserving...and yes, even if we don't agree with them.  If they play FAIR most of the time, and only Snap as a Warning when Snapped at or Body Slammed by another or a pack of buddies.

I can honestly say I have given 'tons of Biscuits', and since the inception of this forum, only a few Growls, most of which are no longer members of this forum.
